I think I have some kind of rash,?

Okay, so after the other day when I was done cleaning my fan with windex I washed my hands. After wards I noticed that my hands felt funny whenever I closed them, kind of tight feeling. A little bit later whenever I touched something, it hurt. I looked at my hands and I had little red dots or small splotches. It doesn't itch, but it feels like fiberglass. I haven't been around any poisonous plants or anything and I've used windex and the soap I washed my hands with before. The rash started on the sides of my palms and now it's going up my fingers; it's been 3 days since I've noticed it. Does anyone know what it is? If it even is a rash? Please answer this if you know ASAP, it's worrying me..
