My Call of Duty:Black Ops disc has spots that won't wipe off?

I was trying to play earlier tonight, and it loaded just fine. The intro movie to the 1st level played, and when it finished, it just stayed in black screen. I pulled out the disc and was surprised to see what looked like dried water spots. Simple enough...until I tried to clean it. Nothing will take them off. I tried water, windex, rubbing alcohol. They won't budge. It looks like it was sprayed with a fine mist, and it dried on. I don't remember anything getting on it though. Anything suggestions? I would rather not use a game buffer, I have had bad results in the past.
