How do i pour the liquor out of my bartender bottle.?

i got a bottle from a friend and it has a wierd pour spout, its hard ruber or plastic that has a mettle band around the nipple and a tube like a windex bottle would have that runs from the pourer down about 1/3 of the bottle. when i tip the bottle upside down nothing comes out, also it appears that the bottle was pre packaged for this topper as it is connected by that plastic wrap at the top.
